Request for Upgrading the Industrial License from Construction Status to Production Status
You need to apply for upgrading the industrial license from construction status to production status from the Ministry of Industry and Mineral Resources through the “”Senaei”” portal.
Service Description:
- This service is provided by the Ministry of Industry and Mineral Resources to industrial investors to transition the project from the construction phase to the production phase after meeting all requirements and starting the production process. With this status, the holder can access all available industrial services.

Required Documents:
- Valid commercial registration in the industrial activity.
- Valid operating license from the relevant spatial authority overseeing the location (e.g., Industrial Cities Authority, Royal Commission for Jubail and Yanbu, King Abdullah Economic City, Ministry of Municipalities and Housing, etc.).
- Environmental permit for operation.
- Energy allocation from the Ministry of Energy.
- Specific approvals depending on the nature of each activity (e.g., military activities).
- Civil Defense certificate for locations under the Ministry of Municipalities and Housing jurisdiction.
Begin Operations
At this point and after acquiring all required approvals, licenses and permits, you may begin to operate your facility.

If any problems or issues arise, you can reach out to the relevant entities for support. For example, industrial land providers (e.g. MODON or RCJY) also offer additional services to investors such as employee visa application support, access to healthcare facilities and R&D laboratory services.
Moreover, the National Industrial Development Center (NIDC) provides technical support before and after project completion. NIDC also analyze economic indicators, project profitability and facilitate communication with relevant authorities in the event of obstacles. The Ministry of Investment (MISA) also provides support to investors in completing establishment procedures and solving challenges during and after the project implementation, as well as offering advice, guidance, and presenting investment opportunities for expanding activities.
